In July, 2014, the Sierra County Board of Supervisors passed resolutions proclaiming a local state of emergency related to the fire danger associated with the public and private forests in its territory, asking the Governor to take various actions to mobilize relevate State and Federal resources in response, and inviting other similarly-threatened Counties to make similar proclamations. The Supervisors of Plumas and Nevada Counties joined Sierra Couny immediately. Supervisor Paul Roen then embarked on an exhaustive tour of California's mountain and forest counties, evenutually persuading the Supervisors of 35 counties to join in the campaign. The Governor's 2015 Proclamation of Drought-Related Tree Mortality Emergency was a direct response to the Forests Counties' Proclamation.
